CORRECTIONS OFFICER AND TWO OTHERS ARRESTED IN SMUGGLING PLOT

Hudson County Prosecutor Esther Suarez announced today that a Hudson County Corrections
Officer, a Hudson County Correctional Facility inmate, and the inmate’s mother were arrested on
Saturday, January 16, 2016, in connection with a plot to smuggle contraband into the Hudson County
Correctional Facility.

During the early morning hours of Saturday, January 16, 2016, members of the Prosecutor’s
Office Internal Affairs Unit and Task Force arrested Hudson County Corrections Officer Isakova O.
Sealy, age 44, at the Correctional Facility in South Kearny, New Jersey. Also arrested were two
accomplices: Nefta Simon, age 32, an inmate at the Correctional Facility, and his mother, Elizabeth
Simon, age 50; both of Jersey City. The allegations involve Nefta and Elizabeth Simon arranging for
payments to Corrections Officer Sealy in exchange for Sealy smuggling contraband into the Correctional
Facility. The contraband involved prohibited items. Elizabeth Simon is not an employee of the
Correctional Facility.

Sealy is charged with Official Misconduct in violation of N.J.S. 2C: 30-2a, a second degree
crime; Conspiracy to Commit Official Misconduct in violation of N.J.S. 2C: 5-2 and 2C:30-2a, a second
degree crime; Attempted Official Misconduct in violation of N.J.S. 2C: 5-1 and 2C:30-2a, a second
degree crime; and Pattern of Official Misconduct in violation N.J.S. 2C: 30-7a, a second degree crime.
Bail for Sealy was set at $75,000.00 cash or bond.

Nefta Simon is charged with Official Misconduct in violation of N.J.S. 2C: 30-2a, a second
degree crime; Conspiracy to Commit Official Misconduct in violation of N.J.S. 2C: 5-2 and 2C:30-2a, a
second degree crime; and Pattern of Official Misconduct in violation N.J.S. 2C: 30-7a, a second degree
crime. Bail for Nefta Simon was set $75,000.00 cash or bond.

Elizabeth Simon is charged with Official Misconduct in violation of N.J.S. 2C: 30-2a, a second
degree crime; Conspiracy to Commit Official Misconduct in violation of N.J.S. 2C: 5-2 and 2C:30-2a, a
second degree crime; and Pattern of Official Misconduct in violation N.J.S. 2C: 30-7a, a second degree
crime. Elizabeth Simon was released on her own recognizance.

If convicted of the second degree crimes, they face up to 10 years in State Prison.
Prosecutor Suarez credited the Hudson County Department of Corrections under the leadership of
Acting Director Tish Nalls, whose agency provided vital assistance in this investigation.
The above charges are merely accusations, and the defendants are presumed innocent
until proven guilty. R.P.C. 3.6(b)(6).
