MAN CHARGED IN CONNECTION WITH FATAL HIT-AND-RUN IN JERSEY CITY

Hudson County Prosecutor Esther Suarez has released the following information:

On Monday, May 8, 2023, members of the Hudson County Regional Collision Investigation Unit arrested a 25-year-old man in connection with a fatal hit-and-run that occurred in Jersey City on Sunday, March 5, 2023.

Arley Ulloa, of Bayonne, is charged with one count of Knowingly Leaving the Scene of a Motor Vehicle Collision Resulting in Death in violation of N.J.S.A. 2C:11-5.1, a crime of the second degree. He was arrested at the Hudson County Prosecutor’s Office in Secaucus and released pending his first court appearance, which is tentatively scheduled for Tuesday, May 30, 2023.

At approximately 12:31 a.m., the Jersey City Police Department was notified of a pedestrian struck in the area of Stegman Avenue and Garfield Avenue. Responding officers located a male victim – later identified as a Ralph Haynes, 55, of Jersey City – with life-threatening injuries. The striking vehicle did not remain at the scene. He was transported by Emergency Medical Services to Jersey City Medical Center, where he was pronounced dead at 3:38 p.m.

Prosecutor Suarez credited the Hudson County Regional Collision Investigation Unit and the Jersey City Police Department with the investigation and arrest. The above charges are merely accusations, and the defendant is presumed innocent until proven guilty. R.P.C.3.6(b)(6).
