Internal Affairs Unit

The Hudson County Prosecutor’s Office Internal Affairs Unit operates in accordance with the New Jersey Attorney General’s Guidelines on Internal Affairs Policies and Procedures.

The Hudson County Prosecutor’s Office Internal Affairs Unit must accept and document all citizen complaints in any form, including anonymous complaints, against law enforcement personnel employed in Hudson County.

The Internal Affairs Unit is responsible for all investigations and prosecutions involving allegations of criminal conduct by police officers throughout Hudson County. This includes, but is not limited to, allegations of excessive force, corruption, racial profiling, selective enforcement, mistreatment of prisoners, evidence tampering, and other forms of Official Misconduct. Investigations are initiated on direct complaints of private citizens, complaints by police officers against other police officers, referrals from municipal police department internal affairs units, and referrals from the Attorney General’s Office.  The Internal Affairs Unit also initiates investigations when necessary. Furthermore, the Internal Affairs Unit handles all complaints against Hudson County Prosecutor’s Office law enforcement personnel.

Additionally, one of the most important functions of the Hudson County Prosecutor’s Office Internal Affairs Unit is supervising all County-Wide Police Use-of-Force investigations.  These investigations are conducted in accordance with the New Jersey Attorney General’s Law Enforcement Directives.  See links below;

The Hudson County Internal Affairs Unit also supplies legal assistance and guidance to municipal and county law enforcement agencies in their individual internal affairs administrative investigations.

To File a Complaint:

Complaints can be made in person, via fax, email or USPS letter to the Office of the Hudson County Prosecutor located at 595 Newark Avenue, 6th floor, Jersey City, New Jersey 07306.  You may also call the office of Internal Affairs at (201) 795-6400, ext. 6771, to speak to an investigator Monday through Friday, between 9:00 a.m. and 5:00 p.m.  If calling after 5:00 p.m., you can leave a message on the recorded line.  You will receive a return call the next business day.

Complaints can be made via email to internalaffairs@hcpo.org

Please include as much of the following information as you can remember:

  • Date, time and location of incident
  • Name(s) and badge numbers(s) of the officer(s) involved
  • Names, addresses, and telephone numbers of any potential witnesses
  • Circumstances of the incident

You may also decide to complete a Civilian Complaint Form. Anonymous complaints will be accepted and thoroughly investigated.
